This officer had his image taken by "T. M. Schleier" in Nashville, Tennessee. The 15th was stationed in the Nashville area in November and December, 1862. However, Nashville was also a major transit point and hospital location for 15th soldiers from then through their muster out in early 1865. Several 15th soldiers who were promoted to the rank of a commissioned officer were mustered out of their old rank and into their new at Nashville. It was common for a newly promoted soldier to have his image taken, but he might also do so at any time that a photographer was handy. According to Jay Weinstock, this is quite possibly a photo of Thor Simonson of Company F.
If you have a theory about who this forgotten soldier is, then please contact Marc and Beth Storch who own this photo and have provided permission for its use. Thank you for any clues you can provide!
